January 2024 INDIA Political & Policy Issues to Watch The Winter Session saw much rancour but also significant legislative action Parliament’s short Winter Session was both, highly acrimonious and unusually productive. 146 opposition MPs were suspended for ‘disorderly conduct’ and one was expelled for ethical misconduct. Despite the opposition’s repeated protests and walkouts, the government managed to introduce 10 bills and pass a total of 17. These included 3 bills to replace colonial-era criminal laws and procedures; a bill repealing 65 redundant laws; one that changes the selection procedure for Election Commissioners; and a new telecommunications law that may potentially impinge on personal privacy. Outside of the legislature, the Supreme Court’s formal nod to the abrogation of Article 370 was a shot in the arm for the government and clears the way for the restoration of full statehood for Jammu & Kashmir. Ayodhya’s Ram Temple and the Interim Budget will be in focus this month Two upcoming events will set the tone for national elections, expected in April-May. The inauguration of the Ram Temple in Ayodhya later this month will serve as an informal launchpad for the BJP’s campaign. It may also leave the INDIA bloc parties in a bind over how to handle what remains a deeply sensitive matter. Meanwhile, even as February’s Union Budget will by, convention, be a stop-gap, interim statement of account, it may provide some succour to voters and industry alike. Libor will cease to exist with effect from June 30, 2023. The benchmarks replacing it are better structured. As a start there is one for each of Libor’s five currencies – the secured overnight financing rate Sofra for the dollar, Sonia for the pound, Tonar for the yen, Saron for the Swiss franc and the euro short-term rate (€str) for the euro. The way this works is that they measure borrowing costs on actual transactions, rather than trusting bankers to respond honestly to a daily questionnaire, as was the basis of determining the Libor rate. The US dollar Sofra, report rates in the repo market (for loans secured against government bonds) rather than for bank deposits. CFOs, specifically those with large treasuries, are struggling through this transition on negotiations with lenders and money managers. Transactions that a business undertakes with ‘related parties’ should be subject to a higher level of scrutiny than others, as there is a natural risk that such transactions may be crafted with majority owners’ or management’s interests in mind, at the expense of minority shareholders. While lead indicators continue to hold strong, there are clear signs of stress, emanating from a slowing world economy, persistent inflation and statistically, an adverse base effect for the second half of the year. In recent times, one bottleneck in India's power sector that has been partially addressed is generation. Capacity has more than doubled in a decade, and this year the demand-supply deficit is likely to turn into a small surplus. However, this measures the difference between supply and expressed demand, i.e. what the discoms are capable of supplying. Many myths surround the rural Indian market: that India is urbanising rapidly, that rural India remains dependent on agriculture, and that urban-rural inequalities are rising. Contrary to most people's perception, however, India's urbanisation is actually slowing down, driven by growing opportunities in the countryside. Neither is rural India any longer a primarily monsoon-dependent agrarian economy, and nor is urban-rural inequality increasing. Disposable incomes tend to be higher in rural areas than in urban India, and this will drive the countryside's emergence as a USD 1 trillion economy by 2020. Greater social and infrastructural investments are the primary drivers of these trends, and, for firms, understanding this massive opportunity will require a 'de-bunking' of the conventional wisdom. The CSO recently released a new series of GDP data. It changed the base year and the reporting nomenclature, and made several refinements in the data collection methodology. One outcome is that real GDP growth in 2012-13 and 2013-14 now computes to higher figures, throwing into question industry's understanding of recent economic performance. The economic centre of gravity is shifting rapidly towards Asia. By 2022, it is possible that China and India alone will contribute to 50% of world incremental GDP and 20% of global trade. Clearly, this would also depend on how these two nations manage their domestic economic challenges: a structural rebalancing in China's case and a wide-ranging reform agenda in India's. But both countries currently have strong leaders and there is reason to believe they will achieve more success than failure in their respective endeavours.Smart Cities
